A regional area page (shinshu.net) mentions a 'snow-viewing rotenburo' for 来馬温泉/北小谷温泉, but that page covers multiple facilities in the area including a separate day-use bath (深山の湯); Fubuki-so's own bath page explicitly says indoor-only, which was kept.

Kazafukiso is the only inn along this stretch of the Himekawa river in Otari, tucked into the mountains near Nagano's border with Niigata. The bath is indoor only, separated for men and women, and fed by a spring the inn keeps kakenagashi (掛け流し): the water runs straight through rather than being recirculated, something the owners are proud to call a rarity. It feels smooth on the skin, with a faint saltiness. The inn itself is small and quiet, with the river in view and mountains closing in around it. It works well as a base for climbing Amakazari-yama or walking stretches of the old Shio-no-Michi salt road, and guests keep coming back for the owners' home-cooked dinners, capped with hand-made soba, as much as for the bath.
