Hakodate Kokusai Hotel is a big waterfront hotel a short walk from JR Hakodate Station and the bay's red-brick warehouse district, with its own natural hot spring, Shiomi-no-yu (汐見の湯), on the 13th floor. The water is genuinely salty (you can taste it), and the bath looks out over Hakodate port and the mountain. Only the men's side has an outdoor tub; the women's side is an indoor bath with the same view. There's no sauna. With three wings (West, Main, East), several restaurants from teppanyaki to a sky lounge bar, and a bath that hands out free popsicles on the way out, it feels less like a ryokan and more like a proper city hotel that happens to have real onsen water on top.

函館国際ホテル There are indoor and outdoor baths (the outdoor one seems to be men-only). You can see the night cityscape and even Mount Hakodate if you go to the far corner of the rotenburo. I thought they had a sauna, but no — that's a shame. On the first day the rotenburo water wasn't hot, but they cranked it up on day two. Overall 40.5-41 in both. A nice perk: unlimited ikura at breakfast.
