Shimo Oyu is one of the communal bathhouses (kyodo yokujo, 共同浴場) in Kaminoyama onsen town. You buy a ticket from a machine, hand it over at the front desk, and step into a Showa-era bathroom with two tubs: a properly hot one and a lukewarm one to ease into. Many people go back and forth between the two. The taps and shower only work with a separate hair-wash ticket, and there is a paid rest room upstairs. It is a simple, local place that fills up with regulars early in the morning, and day-use bathing (higaeri nyuyoku, 日帰り入浴) is open to visitors too.
