Hagi Komachi

This ryokan sits right on the bay in Hagi, with two open-air baths (rotenburo) that use the inn's own onsen water and look straight out over the Sea of Japan. Bathers and rooms swap between the two each morning and evening. Alongside them is a separate indoor bath built into a natural rock formation, and a private bath (kashikiri) that can be booked in 45-minute slots for a soak on your own. The inn markets itself around the sunset over the sea, which it says you can watch from the rock bath. One room type has its own private bath filled with the same onsen water, though most others don't.
