YesLast entry for day bathing is 22:00, two hours before the baths close. The lawn footbath is closed over winter.
This price is for day bathing only, no reservation needed. A towel can be rented separately for 330 yen. A bath-and-dinner-buffet package and an entertainment package, both requiring reservation, cost more. Children under 3 bathe free.

About
The indoor bath is fully glass walled, looking out over Shibayama Lagoon, and both the men's and women's outdoor baths have a hot tub and a cooler one side by side, plus a sauna and a cold plunge. There's also a footbath out on the lawn courtyard, closed over winter. It's a hotel in the budget-friendly Ooedo Onsen Monogatari chain, more a big, casual, family-oriented place than a quiet retreat. Breakfast and dinner are both buffet style, and the hotel has karaoke rooms, a game corner and a billiards table to keep guests busy.
