YesThe garden footbath keeps its own hours, roughly 12:00 to 20:30, which can shift slightly day to day.
The 1,800 yen day-use fee is 1,650 yen bathing charge plus a 150 yen local bathing tax, and towels (face and bath size) are provided free.

Funaya has two large bathing halls, Hinoki-yu and Mikage-yu, each with an indoor tub, a rotenburo and a dry sauna; which one serves men and which serves women swaps on a schedule. The water is piped in straight from the Dogo hot spring. A free footbath sits in the garden, open to passersby as well as guests, and some of the upper floor rooms have their own onsen-fed cypress bath. Day-use bathing is available, with a lunch plan for visitors who want to stay a while. The ryokan was founded in 1627, and the old building is kept in careful, unfussy order. Staff are attentive without being stiff, and guests come back as much for the food as for the bath. It's a place for slowing down rather than sightseeing.
